A note from your teacher
Pauline Smith EdD
If you've spent time inside a real governance system — a regulatory agency, a health system's compliance division, a legislative affairs office, a nonprofit board — you know the gap. The gap between what the policy frameworks say should happen and what actually has to happen when a bill moves through committee, when an audit finds a documentation gap, or when two coalition partners have irreconcilable positions on implementation language.
Most training doesn't close that gap. It teaches the theory and leaves you to figure out the translation. Public Governance Lab was built to do the opposite: start with the decisions you actually face and work backward to the skills, structures, and tools that make those decisions defensible and effective.
What you'll find here is a curriculum organized around the full governance lifecycle — from mapping a legislative landscape and crafting evidence-based policy positions, through phased implementation planning with real KPIs and fiscal modeling, to building the compliance architecture and coalition infrastructure that keep initiatives accountable and viable. This isn't a survey of governance concepts. It's a structured, sequenced practice environment for leaders who need to execute.
I designed this school for practitioners who already carry significant responsibility. You're not here to learn what governance is — you're here to become more systematic, more defensible, and more effective at the work you're already doing. The curriculum respects that. It will challenge you to apply frameworks to your own institutional context, stress-test your assumptions through peer review, and leave with a strategy document that reflects your actual operating environment.
The capstone is where I see the real shift happen: when practitioners integrate legislative strategy, compliance systems, and governance evaluation into a single coherent plan — and then have to defend it. That pressure is the point. The governance challenges waiting for you when you finish are real. Your preparation should be too.
If you're ready to move from theory to implementation — with the rigor, the tools, and the collegial challenge that serious work demands — I'd be glad to have you in the Lab.
